Leadership Communication In Public Diplomacy: The Case Of The Directorate of Public Diplomacy
This research, titled "Leadership Communication in Public Diplomacy: The Case of The Ministry of Foreign Affairs," investigated the role of leadership communication and resource mobilization in the context of Indonesia’s Ministry of Foreign Affairs (MoFA). Using a qualitative research method supported by Leadership Communication Theory and Resource Mobilization Theory, and employing personal data triangulation through interviews with the Director, Head of Section, and Staff of the Directorate of Public Diplomacy, this study explored how leadership communication strategies impact diplomatic outcomes and resource mobilization efforts. Findings reveal that transformational, visionary, and participative leadership communication styles are predominant within the Public Diplomacy unit. Effective leadership communication is crucial not only for internal coordination but also for shaping public perception, maintaining transparency, and building trust both domestically and internationally. Resource mobilization is closely linked to leadership communication practices. The successful integration of human, material, social, cultural, and moral resources, especially under financial constraints, depends on leaders’ ability to network, prioritize strategic goals, and foster strong external partnerships. Challenges such as the rapid pace of information, inter-agency coordination gaps, and public expectation management highlight the need for leadership agility and strategic adaptability. Overall, the study concludes that leadership communication and resource mobilization are interdependent pillars for successful public diplomacy. The findings emphasize the importance of ethical leadership, cultural identity promotion, and dynamic engagement in the evolving landscape of global diplomacy.
