According to WHO and FAO rabies remains a global public health threat. Communication plays major role in rabies eradication program. This study aims to explore the use of interpersonal communication by Rabies Cadres in Dog Population Management (DPM) Pilot Project in Pejeng Village, Bali to support rabies eradication efforts by government which supported by FAO ECTAD Indonesia. Previous researches demonstrate the impacts of using interpersonal communication to change the community behavior toward endemic disease prevention program but limited studies on rabies control. This phenomenological research employed qualitative methods using in-depth unstructured interviews with Rabies Cadres as the primary data sources to generate rich and detailed description of the phenomenon. The community member, religious leader and community leaders were interviewed for data validity and credibility. Data analysis include the five characteristics of effective interpersonal communication based on DeVito theory namely, openness, empathy, supportiveness, positiveness and equality. The findings of this study show the most important characteristics that occurred are supportiveness, openness and positiveness followed with empathy and equality, which supported with the homiphily factor of target population. The study concludes that the use of interpersonal communication by Rabies Cadres is evident to be effective indicated by the change of community behavior toward a better dog population management, reduced the free-roaming dogs and rabies cases. This can be a model for global effort to achieve a free human death from dog-transmitted rabies by 2030.
