Climate Change Diplomacy by Islands and Large Ocean States: The Case Study of the Pacific Islands Forum (PIF)

Climate change is one of the most global of all global challenges the world faces today. The impact of climate change has mainly posed a threat towards the livelihoods and resources of Islands and Ocean States. Impacts such as global warming, sea level rise, and extreme weather events have endangered mainly those living with large ocean areas. With the rising issue of climate change, many countries have taken efforts in conducting environmental diplomacy as a form of advocacy and awareness towards the issue. In this thesis, the case study is the Pacific Islands Forum (PIF). PIF is a political and economic organization consisting of 18 members of countries in the Pacific. The focus of this thesis is to identify the Plan of Action (PoA) constructed by PIF for climate change prevention and to analyze how the PoA is communicated among members and towards the stakeholders. This study uses qualitative methods of research to analyze PIF’s environmental diplomacy through their PoA. The theories used in this study are based on international relations theories such as the anatomy of environmental diplomacy and regionalism. The data collection for this research is through interviewing informants and secondary data such as books and journals. The result of this study is that PIF have successfully established two declarations with separate Plan of Actions and all towards the contribution for climate change prevention and environmental protection. Findings such as the strong reasoning for environmental diplomacy and regionalism by PIF can also be found in this study.
