Green Transition: An Analysis of the Role of Denmark in the Strategic Sector Cooperation with Indonesia for Energy Sustainability



Denmark as a frontrunner in renewable energy technology encourages developing countries to participate in realizing their sustainable development goals through several international cooperative agreements. The Strategic Sector Cooperation (SSC) on energy is one of the ways Denmark is assisting Indonesia to achieve its target for a 23% Renewable Energy mix by 2025. The first phase of the SSC ran from 2016-2018 and it is currently in its second phase from 2019-2021. While both countries have come up with strategic outlooks for Indonesia's energy systems, there is no significant development of renewable energy due to an ongoing dependency on fossil-fuel and regulatory inconsistency. This research uses a qualitative method and applies theories of Green Politics, Ecological Modernization, and Participatory Development Communication to analyse whether Indonesia will be able to achieve its target under the current national energy policies; taking account of Denmark's assistance and a political comparison on its energy transition. The results of this study show that despite the prices of renewables becoming more competitive globally, Indonesia's MEMR Regulation 50/2017 has restricted renewable energy development due to its priority of subsidizing coal, which hampered the ability to broaden the Denmark/Indonesia SSC’s capacity to include larger-scale projects. As such the SSC remains primarily focused on policy advice, capacity building, and energy planning. Indonesia has taken a reasonably good start in initiating greener energy policies, nonetheless, the target will remain unachievable if national energy policies are not supportive of wider reforms in the energy sector.
